A Model of Integrated Services for Children from the

 Disadvantaged Areas of Bacau County

Quarterly report

April - June 2011

IN BRIEF

From the beginning of the year, we continued to provide educational, health and social services in the disadvangated rural communities. The main services we have been providing to our beneficiaries from these communities are:

·        Educational services in the educational centres from Tache- Bacau and the rural communities Stanisesti, Podu Turcului, Vultureni and Motoseni.

·        Health promotion  services

·        Providing specialized services through the mobile team: specialist doctors, psychologist, and social worker.

The most important actions during this period were:

o                         Easter celebrations in all our centres: as Easter is the most important event of the period, all our beneficiaries celebrated this big feast with careful preparation of eggs and decorations, but also with artistic performances organised in the centres for an audience of parents and guests.

o                         The best looking Easter Egg:  on the same occasion, all the FSC Clubs with Glue were invited to take part in a contest organised by DGASPC, countywide. The products were displayed in the plaza in front of the county Council offices, to be admired by all the public. FSC was awarded second place for the nicest looking egg.

o                         Closing Events for the FSC major projects funded with Norwegian funds: to mark the end of the project funded by EEA for the activities in our educational centres, the week before Easter, we organised in each location an Open Day, inviting all categories of beneficiaries, young and old, community members and also representatives of the local authorities. During this event, the staff continued to organise workshops for the children, who were proud to have activities under the eyes of the guests. The partners and collaborators were invited to speak on the results and achievements of the project. FSC also organised a central event as two major projects were finalised in April, with a photo exhibition at the Museum.

o                         International Children’s Day- each educational centre celebrated the International Children’s Day, with performances from the children, lots of games, contests and fun. All the participants received treats and the most deserving ones received prizes and awards.

o                         Promoting health: the health promotion campaign continued in schools and in centres until the end of the school year. During this period we went into the schools of Rachitoasa, at the request of the school board, due to the positive feedback we had from all the other schools we included in the campaign.

o                         Social Grants: we continued to provide to the young people complex services to match their individual needs.  At the end of the school year we are assessing their achievements and performances for the completion of the programme. We are also focused on identifying sponsors for these young people, who would provide the financial support towards the beneficiaries.

o                         Graduation Day for all our social grants beneficiaries: on June 8th we organised a festive event for all the high school students receiving social grants from FSC. The event was hosted by one of our main sponsors and reunited together beneficiaries, volunteers, staff and most importantly representatives of the sponsors, together with media coverage on the event.

All the participants received certificates from FSC and had a very good time, being applauded and congratulated by everybody.

CURRENT ACTIVITIES

1.      The activities in  the  Educational Centres: Bacau, Podu Turcului, Panu, Godinesti and Fantanele

The activities in all the Clubs with Glue continued throughout the period, covering both educational activities, but also a lot of recreational activities.  For the children with difficulties in school, the staff and volunteers focused on offering individual support for them to overcome these difficulties so that they all complete the school year. As soon as the school year has finished, the centres started working by the “Holiday Schedule”, meaning activities with the children from 10 am, most of these activities being recreational activities, creative clubs and a lot of outings and outdoors activities.

The main events of the period were: Easter and International Children’s Day. The centres were very active in all of these, either with public performances or with small treats and celebrations in their own locations.

Podu Turcului

The centre continues to offer complex support: homework, hot meals and clothing for the children from very disadvantaged families.

At the end of April, the centre hosted the Open Day, when the children prepared a small performance, for family members, guests from school and representatives of the Local Authority.

The June 1st, Children’s Day, the staff organised a Day filled with games and outdoors contests and activities, to the delight of the children, happy to run around and prove their athletic skills.

The most pleasurable part of the event, next to the treats, was the presence of the volunteers from the local High School. The centre has a very good cooperation with the school psychological counsellor, who encourages the young volunteers to take part in all the events of the centre.

Next to these major events, the centre also organised 2 environmental events in May, when the children and volunteers cleaned the river bed and worked on the small garden, and also had a paper recycling campaign, to raise awareness in the community on the importance of this issue.

On June 2nd, the children and staff celebrated National Hero’s Day, with interactive research, quizzes and a visit to the local monument.

Club with glue Panu –Stanisesti

In Panu, Easter keeps very high religious connotations and therefore was celebrated not only with performances from the children, but also with a trip to the local nun’s retreat, talking about the importance of this religious feast.

Children’s Day was attended by all the children in the community, making the court yard and the centre look totally insufficient.  The youngest an most talented children prepared a short performance for parents and guests.

All were included in activities: games, performances, contests, and also all received the most expected treats.  This year we wanted to make it more special so they received an assortment of fresh cakes, as the only sweets they have are those bought from the kiosks!

A very important action for the community is the fact that we are now building an extension to the centre, containing toilets and showers with running water and sewerage system.

Club with Glue

Godinesti –Vultureni

For the beneficiaries of the Club, Easter associated with the Open Day event. On this occasion, the staff organised workshops for the children, discussions with the parents and speeches from the representatives of the Local Authority and the partners.  The children were honoured to have the mayor present, taking an active interest in their activity. The overall feedback on this project was completely positive.

The June 1st, Children’s Day, the staff organised a Day filled with games and outdoors contests and activities, to the delight of the children.

Mosaic Community Centre

Domnita Maria Club with Glue

Throughout this period, the activities in the Club with Glue and at the Mosaic Centre have been varied and marked by special events Easter was filled with activities dedicated to this celebration, a show and workshops for decorating Easter eggs.

For International Children’s Day, we organised a celebration for all the children of the neighbourhood in the schoolyard, with collective paintings and face paintings, and sports contests and balloon animals and music and dance!

Another treat the children from the Mosaic Centre received was a trip to the Neamt county, together with volunteers from BRD and FSC.  They had the occasion to visit some tourist attractions: Varatec, and Agapia Monasteries, the zoo, two memorial houses and the animal park. They also had a nice lunch on the terrace of a nice inn and played outdoors games with the volunteers.

Next to these the beneficiaries continued to attend the clubs at the centre, the most popular clubs being the painting, cooking and practical skills club.

Club with Glue

Fantanele

In May, the children became involved in an environmental project ”Our big Green Effort”, cleaning the river beds and forested area and also working in the garden.  This is intended to be a regular activity in the centre, and it must be said that the beneficiaries have already become very experienced in this action, having participated to all the previous environmental campaigns organised in their community.

The staff and children of Fantanele had a very special performance for Children’s Day, reuniting it with Forest Day, on which occasion they prepared a recycling costume parade and an exhibition of decorations made out of recycled materials.

Same as for every other occasion, the drama club was very active, preparing a performance for all the guests.

2.      Health Promotion

The Health promotion activities continued both in schools and in the centres.

Our specialists went not only in the schools of our target communities, but were also requested to deliver sessions in the schools of Bacau and other communities, such as Rachitoasa. The information was delivered in an interactive manner, with games, play, contests and drawings and also video materials everywhere, the children and young people engaged very well and we received a very positive feedback from the participants and teaching staff.

In the educational centres the nurses and staff have regular session with the children on hygiene and staying healthy, adapting the topics to the seasons and events due to take place.

3.      Specialized Mobile Services

o Social Care: for Easter most of the poor families with chronic problems we have been supporting have received parcels with food and cleaning products. We continue to receive several requests for material and financial support.

o . At present we offer social grants for high school to almost 80 young people. At the end of the school year we assess the situation of each service user and report to their sponsors.

o  In June we organised a special event for them, called “Graduation Day”, when they were invited to an “award ceremony” and had the opportunity to meet some of the people/ institutions who provide social grant funds.

o Psychological counselling: the FSC team offers psychological counselling for children or parents depending on their specific needs.  On most occasions the children are affected by the behaviour of the parents, their alcohol misuse and aggression, but also when the financial situation is so dire that they often cannot offer a minimum standard of care to the children.

o Family Planning: the Family planning specialists continues to travel to the locations of the project and provide services: information, counselling and free contraception. There was a period of time, until last month, when women had to pay for the contraceptive pills. Even if it was not very expensive, it was obvious that the number of service users decreased for this reason.  The situation has now been resolved and contraceptive pills are distributed for free.

o Health Care:   during this period of time we have continued to have the sessions for the parents and for children with health concerns. In some locations we had to stress for the mothers that it is important to   be mindful of the fact that children’s health needs may be neglect because the adults are busy working the land and do not have time to visit the doctor for checkups or regular inoculations. This is especially important for parents with young babies and children.

Objectives for the next quarter:

1.      Continuing activities in the educational centres

2.      Providing services through the mobile team

3.      preparing for the Summer Schools
